<p><br/>The Hawaii Kai Neighborhood Board has indicated that it seems there has been a possible re-application of QRM LLC to place cabins on Ka Iwi. </p>
<p>Because Councilman Djou, the Hawaii Kai Hui, and Representative Gene Ward learned quite a lesson from the past weakness in the permitting process for development of Preservation lands, a new law was passed a few months ago by the City Council which changed the requirement from a Conditional Use Permit (Minor) to Conditional Use Permit (Major).</p>
<p> &#8220;This essentially means that the public hearing requirements are much more lengthy and stringent so that the community can not be hoodwinked the way it was the last time that QRM appeared before the Neighborhood Board, which included not answering any of the community&#8217;s questions or concerns,&#8221; said Representative Ward.</p>
<p>QRM LLC through its lawyer, William McCorriston, has requested that the Hawaii Kai Neighborhood Board provide an opportunity to make a presentation or to wave such a requirement. Clearly the board is not going to waive the requirement, and Chair Knudsen has requested their presence at the next meeting.</p>
<p>The next meeting of the Hawaii Kai Neighborhood Board at Hahaione Elementary School is Tuesday, January 29, 2008 at 7 pm.  &#8220;Family, friends, and neighbors are asked to attend this meeting to let their views on the cabins be known,&#8221; said Representative Ward.<br/><br/><a href=''></a></div>

More recently, credible sources have also contacted the Committee on Oversight and Government Reform to raise similar concerns about the conduct of WESPAC and its Executive Director.&#8221; This letter and related information is available on Representative Waxman&#8217;s House Committee Web site under the heading; &#8220;Waste, Fraud, and Abuse at:<br/><br/>The GAO, often called &#8220;the congressional watchdog&#8221; is an independent, nonpartisan agency that supports congressional oversight by auditing agency operations to determine whether federal funds are being spent efficiently and effectively; investigating allegations of illegal and improper activities. Hawai`i Community Advocate Maka&#8217;ala Ka&#8217;aumoana said, &#8220;This federal investigation and audit will help limit the undue influence of WESPAC on community efforts to manage our resources.&#8221;<br/><br/>Local fisherman William Aila had this to say about Chair Waxman&#8217;s GAO request; &#8220;We are pleased Representative Waxman sees fit, based on the evidence, to initiate an investigation of WESPAC and Kitty Simonds in regards to possible breaches of fiduciary duty.&#8221; Linda Paul, Executive Director of Aquatics for the Hawai`i Audubon Society noted, &#8220;We support a well conducted and impartial investigation into the allegations that a federal advisory body has been spending federal funds attempting to influence Hawaii State fisheries policy.&#8221;<br/><br/>Representative Waxman&#8217;s call for a GAO investigations comes on the heels of another confirmed investigation opened by the U.S. Department of Commerce Office of the Inspector General (IG) into numerous allegations lodged earlier against Simonds. Little can be learned about this open investigation because &#8220;&#8230;records maintained in an open IG investigation file must be withheld pursuant to exemption (b)(7)(A) of the Freedom of Information Act [FOIA], 5 U.S.C. 552 (b)(7)(A), which exempts from disclosure records which could reasonably be expected to interfere with enforcement proceedings.&#8221;<br/><br/>Confirmation of the IG investigation was received by Christine (Tina) Owens on September 7, 2007. Owens represents Hawai`i Island&#8217;s &#8220;Lost Fish Coalition.&#8221;<br/><br/>Despite repeated requests for various WESPAC documents, Owens and others have been stonewalled at every turn by WESPAC Executive Director, Kitty Simonds. On November 14, 2007, Owens, along with the KAHEA Environmental Alliance and the Conservation Council For Hawai`i were forced to file a formal FOIA request in order to view other specific and possibly-incriminating documents that should have been routinely available for public scrutiny. See for the complete FOIA request.<br/><br/>Of the pending GAO investigation, Owens made the following statement; &#8220;It is very gratifying that Chair Waxman has taken notice and is acting on these serious charges. Over the years many people have witnessed possibly illegal behavior by WESPAC and its Executive Director, but, in the past, their complaints have not gotten very far. Now we will see what the real truth is.&#8221;<br/><br/>Owens, KAHEA Environmental Alliance, and the Conservation Council For Hawai`i are part of a larger group of Hawai`i and mainland organizations with a common interest in long-term protection and conservation of the NWHI &#8212; now known as Papah`naumoku`kea Marine National Monument The organizations have worked collectively and individually for many years with state and federal agencies and political leaders in Hawai`i and Washington DC to advocate for measures adequate to protect this globally significant region; some 140,000 square miles including 4,500 square miles of pristine coral reefs and more than 7,000 marine species.<br/><br/>Today, Marjorie Ziegler, Executive Director of Conservation Council For Hawaii, observed, &#8220;We have made our concerns about the possible misuse of Federal funds by WESPAC known to Hawaii&#8217;s Congressional delegation. <div><em><strong>Chris Chew</strong> asked: </em><br/><br/><br/>If you are a student, have been to Hawaii on holiday vacation and fell in love with this tropical island paradise, why not physically relocate to Hawaii and study for a degree at the University of Hawaii?<br/><br/>The Hawaii Territorial Legislature established the College of Agriculture and Mechanic Arts in Honolulu under terms of the U.S. land grant legislation in 1907. Only ten students begin classes with thirteen staff in September in 1908.<br/><br/>The campus was renamed College of Hawaii and moved to its present location in Oahu&#8217;s Manoa Valley in 1912. Some six years later, a William Kwai petitioned the legislature to grant the college a university status leading to the establishment of the University of Hawaii in 1920.<br/><br/>In 1931 the university absorbed the Territorial Normal and Training School (now known as the College of Education) and graduated its first PhD student in Dr J. S. Phillips. Four years later, Professor Gregg Sinclair founded the Oriental Institute, predecessor of the federal government sponsored East-West Center, setting the agenda for the University of Hawaii&#8217;s ever growing prominence in Asia-Pacific expertise.<br/><br/>The University of Hawaii&#8217;s community colleges system was established in 1964, with Honolulu, Kapiolani, Kauai and Maui campuses. As at this writing, it has evolved into 10 campuses and dozens of educational, training and research centers across the Hawaiian Islands.<br/><br/>The 1970s saw the addition of Windward Community College, the William S. Richardson School of Law, Hilo College of Agriculture and University of Hawaii-West Oahu and a few years later, School of Architecture and School of Ocean and Earth Sciences and Technology.<br/><br/>A generous gift by Ed Pauley purchased the Coconut Island, known to millions people around world as the Gilligan&#8217;s Island for expanded marine biology research. The university set records by offering the country&#8217;s first master&#8217;s degree in an indigenous language, Hawaiian language, and also becoming the first institution to successfully clone multiple mammalian generations such as the Cumulina mouse<br/><br/>The 10 University of Hawaii campuses and educational centers on six Hawaiian Islands provide unique opportunities for both learning and recreation. The university is Hawaii&#8217;s engine for economic growth and diversification, stimulating the economy with jobs, research and skilled workers. The university academic offerings range from certificate and vocational training programs right up to PhD degrees.<br/><br/>So Hawaii is not just a holiday vacation destination with fascinating tourist attractions, it is also firmly anchored in the area of education as shown by the international credibility of the University of Hawaii.<br/><br/><br/><br/><a href=''></a></div>
